RE: Coastal Revitalization - Amendments to the Provincial Logging Residue and Waste Measurement Procedures Manual

Dear Mr. Allan,

We are writing in response to the letter we received via email March 18, 2019 regarding amendments to the Provincial Logging Residue and Waste Measurement Procedures Manual (Manual).

We have serious concerns regarding changes to the provincial forest policy the Ministry continues to make unilaterally, even through the Ministry commits in several letters sent to First Nations in November 2018 and February 2019 to involving First Nations in changes to forest policy and legislation to revitalize the forest sector in BC.

Review of the Private Managed Forest Land Program

The current regime under the Private Managed Forest Lands Act (PMFLA) provides oversight and enforcement for the protection of environmental values and fails to recognize and protect cultural values on private land. 

The review of the private managed forest lands program is an opportunity to rethink the management of private forest lands in order to address the underlying issues of Aboriginal title and rights. Further, it is an opportunity for the government to contribute to the revitalization of the coastal forests that have been liquidated under the current legislation.
